It's possible to link a Card with a bank account, but you would need to check your PayPal account to see if that's currently the case for you. For example, a Card may be linked to a bank account to allow your PayPal account balance to be topped up so there will be funds available to use through the Card.
When you're logged on to your account, select Manage Card in the PayPal Cash Card section of your Wallet. Follow the instructions there to link or unlink your bank account.
