Estimates

I'm looking to write an estimate but all I can keep finding as the invoice button

PayPal doesn't really have an "estimates" feature separate from Invoices. You could use the Invoice feature to create an invoice and send it to the person as an estimate, which they could agree to and submit payment from, or negotiate back with you. You could adjust that invoice based on your negotiation, and then when it's where you agree, they can pay against it.

So it would be using the word "Invoice" but you could use it like an estimate/invoicing system both.
