Is anyone else receiving the sorry try again later error message when trying to send money to someone that requested it. What can I do to resolve the issue?

I am a seller and are having this problem with half of the invoices I send to customers in the last 3 weeks. Paypal initially didnt want to help, saying everything looked fine from my end so must be the customers. Asked me to get customers to call them. Its now getting beyond a joke and must be either my end or a problem with paypal invoicing that they are refusing to address. On hold on the phone to them going on an hour and message sent. See if they will help this time.
