HI new to the forum and was looking for a bit of advice, when I try to login to my account I get this error message 

Access Denied

You don't have permission to access "http://www.paypal.com/signin/authorize?" on this server.

I am using both safari and chrome when I delete my history in chrome I can get in sometimes.  I don't understand why this is happening can anyone help with this
