Emails regarding sending limits

Hi,
I've been receiving emails from Paypal or who I believe is paypal saying I need to confirm my account to lift account limits.
Is this a genuine email or is it dodgey?
It seems legitimate but I don't believe is fully.
It's asking me to login and click wallet, then follow the instructions to add my card to my account. It then goes on to say that they'll make a small charge to my card to ensure its mine.
Is this a real email or is it false?
If its real then i'll obviously need to complete it.
Has anyone had this before?
