Debit card can't be removed

I need help. I think it has been more than a week that has passed.
I borrowed my brother's debit card and I linked it to my paypal account.

My problem now is it can't be removed when I try to.

The card is not in any pending transaction or such. My paypal isn't negative balance and has money in it.
I do have two cards linked right now. My card and my brother's card.

and when I try to remove it. It keeps on saying this:

"Due to technical difficulties, your request couldn't be completed. Please wait a little while and try again."

I am not sure how to contact or call them. Because I live in Phillipines. Please help me.

Thanks for your help. I already read that. 
1) The card don't have any pending transaction. It has been more than 7 days or so I believe since it has been linked.
2) My Paypal balance isn't negative and way higher than zero balance.
3) I have two cards right now. Mine and my brother's linked.
