Customer Service not applying my name change

How do you open a dispute with customer service?  I have repeatedly submitted the court document that shows that I legally changed my name.  This is the same document that all my utility servicers, university, state government, and federal goverment (passport) has accepted.  They accept the picture of my new photo ID with the new name, but seem incapable of understanding what a court document is.  How can there not be a way to dispute the stuff customer service sends you so that it might actually be seen by someone else/passed on to a manager or something?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
