Contacting Customer Service

How does one contact customer service without logging in?

The phone number used for two factor authentication does not exist and I cannot change it unless I login. In order to send a message to customer service, I need to login. I am a dog chasing my tail.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Use the guest option instead of logging in.

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

There is no more contactable customer service. There is no phone number - at least not from Hungary. The Facebook message pops up a robot, who just does not understand any meaningful question, it directs you to the Help Center. Where you cannot get any help about not being able to log in, as you can send a message ony _after_ logging in... So the answer is not a solution anymore (at least not from Hungary).

Can’t seem to get through; I’ve been clicking on HELP/Contact since last night. Always robotically pushing me back to the same outcome. No help or navigate hopelessly asking the community. You guys have advice to do exactly what I’ve been repeatedly doing. Can’t get their number to work either.
