I seem to have met all the other requirements, except for proof of address. It only gives me options to submit tax documents, however all my mail goes to a PO box with very few exceptions. The residence is in the name of a company and as such all utility bills etc. also go to the same PO box and aren't addressed to me. I also currently have no valid I.D. that has my home address listed on it.
My situation seems to be an edge-case; what possible solutions are there?

I think you should upload the utility bills anyway if they are accepted as proof of address, I mean, what else can you do? PayPal will contact that company to verify they have heard of you. Don't think they won't. Even include a pdf letter with the upload explaining the situation and that they are more than welcome to contact the company (provide company contact info) on utility bill to verify.
