Confirmation code was still not sent on my phone

I want to confrim my phone number, and link my paypal account on site. But confirmation code doesn't come up on my phone. What I need to do?
I already confirmed my e-mail.

I'm sorry to hear that you haven't received a text message from PayPal. If either your phone or your mobile service provider is blocking either the PayPal number or certain kinds of text messages, the confirmation code will not be able to be received. Please check your phone to see if you are blocking anything, and check with your service provider as well.
