I can't confirm my PayPal account, I'm having the same error over and over, my card works fine. "Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions".

Firstly this is a user to user advice forum so you only get a reply if someone gives up their time to respond to your post.
Secondly as you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).
