Hi, I'm trying to close my account to change my country to NZ on paypal as I've migrated 6 years ago. But because there is a balance in my account, I'm unable to close it. I no longer have access to my old bank account and am unable to link my new card because of a different country. I want to be able to use this email for my new account. Any suggestions? Thanks.
