PayPal has closed my account but I can no longer sell on ebay because of the restriction paypal has put on it, called ebay and they said speak to paypal but I cant as my account is closed and just going round in circles

If its a permanent ban and they have said you can no longer use their services then sadly thats your answer.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
