Closed Old Account, Having Issue Linking Card to Newly-Opened Account

Backstory: I had to close my previous account due to name change issues that couldn’t be resolved any other way but by opening a new account. My old account was successfully closed and I’ve received email verification of this.
Now that I’ve opened a new account, I’m trying to link my credit cards to it. I had two credit cards linked to my old account that I need to have linked to my new one, but every time I try, it keeps telling me that these two cards are already linked to an existing account. How long does it take for an account to be fully shut down so that I can get these cards linked?

Depends if you removed them from your old paypal account before you closed it?
