Changed name without request

PayPal changed my name without my consent and when I asked them, they are saying that they need one more request for changing the name again. Why should I request for name change? I didn't request for any name change and they are denying for any fraud also. Is this scam?

PayPal support is worst in the world. Money is not safe with PayPal.
