How do I go about changing my business account to private? I have used this account for everything for over 15 years but have not traded for the last 7. I have only just realised that it is a business account, I had assumed it was private.

There is no automatic way to downgrade a business account to a personal account, you have to contact customer services and they will do that for you.
You can click on help / contact bottom left of every Paypal page for contact options for your country.
