I have moved country - Malta to The Philippines.
In order to 'update' my PayPal account I, according to PayPal regulations, need to close my original account down and open a new one.
Problem is, when I try to close my account, it turns out it's impossible = message pops up: "Sorry, there's a problem. If you keep seeing this, please contact customer service."
... and customer service is of no help... - suggestions?

There may be multiple reasons why you cannot close your account. For example, do you have any pending transactions or a negative balance? If not, please check your Resolution Centre to make sure that there are no pending issues requesting your action. If you cannot see anything on your Resolution Centre, check your Account Settings to make sure that no pre-approved payment agreements are active and your Account Summary to see if any withdrawals or payments have been made within the last 2 weeks.
