Card linked to another account

I recently tried to add a card to a relative's PayPal account but it declined. Now i am trying to add the card to my account its saying its linked to another account yet its not appearing anywhere

You may have to allow 72 hours at least before trying to add it to another account.

Also the billing address of the card must match the address of the paypal account.
