Card declined

I am trying to add my card so I can use it on ebay, but it is declined, I called papal many times but after the verification the call disconnected. Please help!

It did not work for me. I tried 2 cards, different banks, same problem. Bank is not declining, actually they did not receive the transaction. I tried help from Paypal with no luck.
