Cant access my account!

I have had my primary paypal account restricted because of an outstanding amount on another paypal account i have linked to my secondary email. When i go to resolve the amount by trying to log into the secondary account it will not let me reset the password and just gives me an error message. So i have all my money locked in my main account because there is an error with my second account.

 

I have send 5 messages to paypal customer support and they all send me instruction on how to reset my password for my primary account. It's like they do not even bother reading the message i am sending. I have tried to call 20 times plus and can not get through to anyone.
