Cannot remove emails and card

My account was hacked long ago and got into it today,  I saw a few different emails and I tried to remove it but it keeps saying to try again later, same with my card, I can't remove it and it keeps telling me to try again later, its somewhat getting into my nerves please help

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
