You need to upgrade your account so that you can use your paypal balance.
Here's how you can upgrade your account to paypal cash or paypal cash plus :
1. Log in to your paypal account and click "accept money".
2. Choose keep it to your paypal balance.
3. Read and accept terms and conditions.
4. Submit valid documents if you are required to do so.
