Cannot link bank account

I cannot link bank account because PayPal says my phone number doesn't belong to me. My phone is in my name and is on my account and has been confirmed by PayPal. I follow all of the steps they suggest. Go to Wallet. Click link account, enter account info. When I submit my bank info, it asks me to add a phone number to receive a call or text to verify my identity. I enter my number and I get an error saying that the number is not in my name. Customer service has been no help via chat and because of Covid-19 I cannot call customer support.
