Cannot confirm phone number

Hello. I closed my old account earlier today as I wanted to get rid of it and start again, no monies owed, etc. So I created a new account. I have verified my bank details, and email address, but PayPal will not verify my mobile number.
It will not send SMS messages to my phone, and when I try to request a new code; I get the following error.
"We're sorry. We're unable to complete your request. Please try again later.".
Can someone advise how I can fix this, please?

Oh no! If you're unable to verify your identity, you'll need to contact us by phone so that we can help get you past the verification issue and help with the phone confirmation. I hope the issue is resolved soon!
