Cannot complete account registration in Russia

Hi,

A friend of mine is trying to sign up for paypal, he's from Russian, he says the following is happening:

- He successfully got to the screen where personal info is collected

- He entered his phone number

- Paypal says it will send a verification code to the phone number

- But the SMS never arrives.

He said he tried it many times, but the SMS never comes.

How can he troubleshoot this, and what could be wrong? Is it possible to login to paypal account without the verification code?

You only add a mobile phone to use the sms features of the account. You can just add a home phone and mark it as "home" and move on. No sms is sent. Then you can log on via password to app and website.
