Cannot add bank account for the past week

Hi
I cannot add a bank account to my account. At the Add bank account page, after entering my bank's sort code and account number. It keeps reporting "We're sorry, we're not able to process your request. Please try again later". I've been trying since March 23rd!
I've also sent a message via the Message Center to Paypal Customer Services on March 23rd. But to date, I have had no reply.
