Cannot Verify my Account

I cannot verify my account. When I tried to make a purchase I received an email asking me to verify my account to lift account limits. The instructions say I should sign in to my account and click Wallet at the top of the page. But I see no Wallet when I sign in.

Have you added and confirmed a credit visa in your paypal wallet?

If you look in the blue band top of this page you will see wallet for you to click on and sign in.
