Cannot Contact PayPal to reset my personal details

I have a PayPal Account for >15 years now but haven't used it for at least 6. Since then I have moved countries and neither telephone number works so I cannot log in. Unfortunately one of the email addresses does work (other doesn't as it was old work email) and I made the mistake of asking someone to send money to the single address. There is no way to contact paypal without logging in and I have tried installing app etc but each time it needs to send a verification to a number I do not have. What's the easiest solution? Ask buyer to resend to a different email and set a new account up?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
