Cannot Confirm Phone Number, Can Only Add New or Change

PayPal has been asking me to confirm my phone number for a while now, and when asking customer support, they basically told me not to worry about it, but it keeps asking to the point where I can't see my invoices anymore on my page.

The problem is that there seems to be no way to actually confirm it. I have two numbers registered, both cellphone and homephone and they only give me the option to change them or add a new one. Clicking the numbers doesn't do anything and I see no way to actually confirm it.

I have the phone app registered to my account and it doesn't ask me to confirm it there, but there's also no way to do it.


Here's a picture of the phone menu, there's no confirm button and once again clicking the numbers doesn't do anything.
