Cannot Close My Non-Business PayPal Account

PayPal will not allow me to close my account supposedly because I have either a pending payment or dispute. However, neither of these situations apply to me.

PayPal customer service is useless. They simply parrot the policy but can't offer any other explanation. This is the most frustrating company I have ever dealt with, which further motivates me to want to close the account (even though I no longer use Pay Pal).

Does anyone have any suggestions about how to get PayPal to offer me an explanation? I have also filed a complaint with my state regulator.
