Cannot Add Phone Number to Accept Money

I received a Christmas gift via my European number (yet I have an American account). When I log in, it says I have claimed the money sent to me. However, when I look at my account the money is not added and PayPal has incorrectly tried to add my European number limited to the digits in an American number. When I try to manually add my European number it is not accepted.

Does anyone know how to resolve this? I have already sent PayPal a message and have since only received an automated message about generally adding cash to an account that is not relevant.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
