Can you have Authenticator App on 2 different phones for the same account

I have read questions on this a few times but never an answer.
My wife & I use the same paypal account.
We do not get mobile signal at home now so need an alternative.
I have the google authenticator app working fine on my phone & have done so for quite a while.
My wife use to use the SMS but as this does not work at home anymore I thought she could use the App also
Add device only give option to SMS, no sign of App & if I put in my wife's number, perhaps understandably is says already registered.
I understand the need for security & even just one phone number per account but authenticator app on a secure phone surely can be secure.
I think less secure is to have two accounts when one will do.
Also I will look into this but at the bottom of 2 step & it says 3 devices are not using 2FA.
Would be handy to list those here & clearly show what they are, I have several devices listed on the other page & not clear which ones, not very security friendly.
I would like to revoke all of these, I think I have tried to "trust" my PC but it still asks to 2FA which is fine but why its saying they are some not.
