Can't verify my account via phone - LOCKED OUT OF MY ACCOUNT ***URGENT***

I was trying to log in the day before yesterday. Now PayPal asked me to verify my account via code sent by text msg.. but it was sent to my old phone number that doesn't exist any longer. I clicked the option for "verify with another method" - and chose to verify with my bank card number. and it was alright, BUT PayPal still wants secondary verification with the same number (that I do not have anymore). 

Now I am locked out of my account. and there is no way I can retrieve my account with my old number (which is the only option give).
Paypal phone numbers do not answer, they have an automated system with no human service due to COVID.

 

How can I get access to my account? I didn't find a way in the past 2 days and getting extremely frustrated.. please help.
