Can’t upload verification

My account was closed, I was told my balance would be held for 180 days. I called PayPal up asking if I could withdraw it, they said they will allow me to withdraw when I upload all verification. When I go onto the website to upload this verification there is nowhere to upload it, I’m just told the same message telling me that I must wait 180 days
