Can’t sign in

I’m trying to receive payment from a site that requires that the email associated w my PayPal be the same that is associated w the site. The site says I can add a second email which I tried to do. I guess I made a PayPal w this email previously. I tried to sign in that account and could not. There or msg says it is “on our end” .. how do I fix this?
