Can't find how to activate 2FA authentication.

Hi I have Business account & paypal user from Indonesia.

I can't find way to activate 2FA authentication feature, i even can't see "Security Key" feature in my account settings.

I wonder Does paypal offer this feature to users from Indonesia?
