Can't access PayPal account due to primary email change

Hello. I had two different PayPal accounts in different countries but I have been mainly using only one of them. Recently I changed my primary email on my US-based account. The new emails turned out to be my primary email on my non-US based account. Now because of this change, I'm not able to access my US-based account due to primary email change. And when I log in with the new primary email it will send me to a non-US account. Can someone please advise how can this be fixed? I can't reach any PayPal agent over the phone as the system keeps saying we can't help with this over the phone.
