Can I make a paypal under 18?

Okay. So this title is somewhat misleading. I know the answer typically is no. So my brother is 16 and he wants to know if he can make a paypal. We know you cant link a bank to a paypal when the names are different, and thats the problem. My brother has a high school bank account. Its basically a bank account for someone who is 13-17. You can do everything a normal bank account can do, except there are no fees. Since my brothers bank account is in his name, is he allowed to make a paypal with his name too?

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account will need to be verified to accept funds into your balance or lift any limits.
As you would be unable to verify your account it would be locked for further use.
Minors can’t enter legal contracts so you may not have any recourse to get your money back until you were 18.
Consider what your goals are in the long-term so that you don’t back yourself into a corner.

I’m curious are you allowed to make a account with your Parent/ Guardians name? Like are you allowed to make a account under 18 but with your parents permission?
