I recently got an email asking to verify my phone number, but I live overseas. I have a power of attorney in the US for my credit card billing, and that's the contact info I use on all banking stuff. But PayPal doesn't allow me to enter an overseas phone number - that's the only way I can get text messages. Anyone have this problem and/or a solution? Thanks.
Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.
The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

@kernowlass Thanks for your reply. I am an American expat, and have already linked my PayPal account to my US bank account. The problem is that they want me to confirm my cell number, but won't let me enter a phone number that's outside the US. The form automatically uses country code +1 (USA), and doesn't offer me any other option.
