We would like to be able to start accepting foreign currency as payment, starting as INR, but I do not see it listed as an option. Any words of wisdom? Is there a way to do this?

No, the INR is:
https://developer.paypal.com/docs/api/reference/currency-codes/
"...supported as a payment currency and a currency balance for in-country PayPal India accounts only."
India users will have to pay you in USD.
