CANNOT LINK MY DEBIT CARD AND CANNOT VERIFY BANK ACCOUNT

Hi,

I have been facing issue with linking my debit card.Each time I try to link,it shows 'THERE'S A PROBLEM WITH YOUR ACCOUNT' and if I press the resolve button it says that my account access is limited and then it says 'YOU CAN NO LONGER USE PAYPAL'.And also I have been trying to confirm my bank account but I am not receiving the 2 small deposits in my account.It  has been showing that it needs more information to resolve a problem with your account.

      If anyone knows the solution to this problem please help to resolve my issue.

Nothing to resolve, you have been banned from using a paypal account....as it says...

YOU CAN NO LONGER USE PAYPAL

So,what should I do now ? Can i close the account and use the bank account in another paypal account?
