But the phone never rings ...

I can't purchase anything from Ebay, or use any other of PayPal's facilities ... because the Authentication procedure just isn't working.
When logging on, or when completing a purchase, I get the code to enter ok ... but the phone never rings so that I can enter that code on my phone keypad. Paypal tells me to check my user details - but that requires logging-on, which in turn requires Authentication via the telephone. I can't email PayPal to complain, because that again requires logging-on and telephone Authentication.
When contacting Customer Services via their 0800 (UK) number, the voice robot asks for my PayPal registered phone number - and then says my account can't be traced. When finally getting through to an advisor, they confirm that my ID and phone number are recorded correctly - this has been done now more times than I can remember.
But still ... the phone never rings ... and I continue to be unable to Authenticate and thus continue to be unable to use PayPal. What on earth is a person supposed to do to fix this ?
