My brother's paypal account has been hacked. He is unable to access the account and has received emailed that someone created a paypal account under his email address, which is weird as he already has a paypal account.
There is quite a sum of money in the account and he urgently needs to reach out to Paypal support however the hotline in Singapore is Closed due to Covid19.
