Both of my accounts have been blocked

I need help urgently, I cannot work because of this problem. My husband's account was blocked for frequent login attempts (although I entered all the data correctly) and my account was also blocked for the same reason.

 

As I understood after that - the problem is in the Opera browser, entering through this browser I constantly received various errors when entering, after 3-x login attempts I was blocked everywhere

I can't even link my bank to a new account now, since it is tied to the old ones, and I also can't delete them.

 

There is another LITTLE problem. I do not speak English and cannot call support

Errors constantly fly out, and users suffer because of this. Unfortunately, the support did not advise me anything except to call them.

Only customer services can help you with account issues unfortunately.

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
