He cannot access his account to go to Solution center or send a message to Paypal Support. Paypal Customer Service is not answering due to Covid crisis and crisis overload.
What steps can he take to get back his blocked account with no access to Paypal?
Email or other? How can he contact you or how can you contact him?
Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.
