Do you have more than one PayPal account? You can only have same card linked on one of PayPal accounts. You can have your Bank account linked to two PayPal accounts but not card. One card per each PayPal account. If you believe it is not you who have linked the card to that other account you can raise this with PayPal advising that someone is using your card on other PayPal account.
