Bank/Debit card issues

So it has been 2 weeks of me trying to add Bank information so I am able to use my funds from day one of opening this account I have not been able to add anything all I get told is to wait 72 hours for the system to refresh then after said timeframe I get the same problem "Can't add bank account" or "Can't complete transaction try again later" and its made worse by not being able to speak with someone over the phone so I have to speak with "Agents" via the messaging service all I want to know is when the phone lines will be open so I can add the account/Card manually.

Are you adding a debit card or a bank account?
