Awaiting Papers Authentication

To make things short, basically I received a payment through PayPal and I want to pay it to a friend. I was asked for Social Security and ID and it said it would take 2-3 days to complete. Its been 4 days, and I really need to pay the money to my friend. I just tried linking my bank account, and it said it would take 1-2 days as well to send money. I've been trying to be patient, but this is getting very frustrating.
