I live in Australia and my bank has my address as my Australian address but my bank is with my uk account. PayPal won’t let me put in an address from overseas as my billing address.
Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
