Hello. I'm trying to add a card but I'm getting a response like "we're sorry we can proceed with your request right now, please try again later" each time I try. What can I do about it, please. Thank you

It may be a card that is not accepted by paypal in your country.
Advice is voluntary.

I can't say, though it's a Mastercard that was working on paypal 2016 I lost the card made another one tried to update (due to the former one expired 2018), but it won't let me update it's giving the same response, "try again later". Do I need to go to the bank ?
